Jim is a University of Wyoming undergraduate (1963, Economics) and a University of Michigan Ph.D. (1969, Economics). He draws on his 30+ years of experience in the mountain states region dealing with the realities of economic development, real estate finance and valuation to assist Foley Group clients in addressing the planning and development issues facing owners of large ranch properties in the West today.

Jim began his professional career teaching economics at the university level before turning to full-time consulting in the mid-1970’s. The transition occurred largely as a result of being asked by former Wyoming Governor Ed Herschler to coordinate legislative and staffing initiatives designed to plan for, and sensibly accommodate the energy development boom that was sweeping the mountain states at that time.

This work led to his co-founding of Mountain West Research in 1974, which became the leading real estate research and economic development firm in the mountain states during the late 1970’s and 1980’s. In addition to all traditional real estate research activities, Mountain West was also active in industrial siting, balancing public/private priorities, negotiating development agreements, and larger land use issues.

In 1989, Mountain West was sold to Coopers & Lybrand, one of the “Big 8” national accounting and management consulting firms (which later became PricewaterhouseCoopers in 1998). Dr. Chalmers joined as a partner, remaining there until his retirement in 2002. Over this period, he led a national practice of real estate economists and appraisers who specialized in complex real estate analysis and valuation issues. His experience includes market and feasibility analysis for all types of commercial, industrial, residential, master planned community and recreational properties throughout the United States. In addition, Jim is currently a licensed General Real Estate Appraiser in eight states, and frequently testifies to value in court as well as providing third party opinions to investors and lenders.

He and his wife and bird dogs have recently relocated to Montana where they enthusiastically participate in the full range of opportunities offered in the region.
